It's a hybrid amp. Just like the Muse TU10, little bear B1, B3 and B5, also the Elekit TU-HP01 Portable Tube Amp and 'tube amp' BL2 Most of the cheapies above are priced between $50 and $100
AFAIK the WA8 is the only commercial portable all tube amp.

You know, I've not seen them before. You surely couldn't keep one in your pocket while switched on? Going to get a bit warm?
Quite a novelty, but expensive then, I guess.

The little Bear B1 wasn't that well designed. I even wrote a modding guide for it.
NO idea about the B2 to B5 and God knows what other models they made inbetween.
From all these amps I would choose the Fostex as it's the only one with some serious circuitery in it. BUT find the price too high for what it offers. At least it has a decent tube inside and parts. The cheaper ones are just microphonic tubes and an opamp.
All of these amps are quite noisy so not suited for IEM's
See it as a much lower power Starlight amp.. but portable and non interchageable tubes..
A novelty rather then something serious. When just for novelty the B4 or B5 might do the trick but wouldn't expect much from it. They retail for around $40-$60
