Is it safe to use a 60mw@32ohm - 1.6vrms thumb dac (jcally jm6 pro) on a max 50mw - 1.2vrms headphones (takstar pro 82 v2)? and the volume was loud for a bit by mistake would it destroy the headphones? and is using a 30mw thumb dac like apple dongle or abigail cx31993 a better idea for this one?

Yep, this is no problem... well maybe except for your ears.
Mostly the power rating of a headphone is a continuous power the driver can endure indefinitely without breaking. Fortunately music is not continuous and consists of peaks. A 20mW driver can easily handle 200mW (short) peaks in music, the average level in music, in such cases, may not even reach 20mW. This means it is safe to connect to a 200mW amp when listening to music. Your ears won't like it though.
When this become dangerous for the head/ear-phone is when it is not on the head and playing really loud (even clipping) or when testing it with inaudible tones like 20kHz at full power when one wants to check if they can hear it and crank the volume up or when sweeping/measuring the response at 120dB SPL or higher.
In such cases it is easy to damage 20mW rated headphones even with 50mW for several minutes.
